Background of the Study
Resource allocation is a fundamental aspect of ensuring that educational programs for students with special needs are effective and sustainable. In Kano Municipal LGA, Kano State, the equitable distribution of resources such as funding, teaching materials, and specialized personnel is crucial for delivering quality education to students with special needs. Over the past few years, educational reforms have increasingly focused on the importance of resource allocation in reducing disparities and promoting inclusive education (Ibrahim, 2023). Schools in Kano Municipal LGA have been encouraged to adopt innovative strategies for managing limited resources, including partnerships with non-governmental organizations, community involvement, and targeted government interventions (Aliyu, 2024). The objective is to ensure that every student, regardless of disability, has access to the necessary support services that can enhance their academic performance and overall well-being.
Despite these initiatives, resource allocation remains a significant challenge in Kano Municipal LGA. Many schools continue to struggle with insufficient funding, outdated materials, and a shortage of trained personnel who can cater to the unique needs of special students (Babatunde, 2025). Statement of the Problem
In Kano Municipal LGA, despite policy mandates to ensure equitable resource allocation for students with special needs, significant challenges persist in practice. Many schools report chronic underfunding, resulting in outdated teaching materials, insufficient classroom aids, and a lack of specialized support personnel (Ibrahim, 2023). These deficits are further exacerbated by bureaucratic inefficiencies and the absence of a transparent resource management system, which contribute to disparities between schools. Consequently, students with special needs are often deprived of the learning tools and support necessary for their academic success (Aliyu, 2024). Additionally, the absence of regular monitoring and accountability measures has led to misallocation of resources, with funds not being directed where they are needed most. By examining administrative practices, funding mechanisms, and stakeholder perspectives, the research aims to provide a basis for policy recommendations that can improve resource distribution and ensure that every student receives the necessary support.
Objectives of the Study
• To assess the current state of resource allocation for students with special needs in Kano Municipal LGA.
• To identify administrative and systemic challenges that hinder equitable resource distribution.
• To propose strategies to enhance the efficiency and transparency of resource allocation.
Research Questions
• What is the current level of resources available to support students with special needs in Kano Municipal LGA?

Research Hypotheses
• H1: Adequate resource allocation is positively correlated with improved academic outcomes for students with special needs.

Significance of the Study
This study is significant as it critically evaluates resource allocation for students with special needs in Kano Municipal LGA. Scope and Limitations of the Study
This study is limited to analyzing the resource allocation practices in selected schools within Kano Municipal LGA. It focuses on financial, material, and human resources for special needs education, excluding broader national funding policies.
